Description du Poste

PURPOSE AND OBJECTIVE
UNICEF Mozambique has been supporting the government, through the National AIDS Council and the Ministry of Health, to inform and guide the operationalisation of the adolescent-related components of the National Strategic Plan for The HIV and AIDS Response (PEN IV) 2015-2019. PEN IV is aimed at increasing access and coverage of HIV services by adolescents and youth (10-24), particularly girls 10-14 years in terms of early intervention for primary prevention as well as access to care, treatment and support services.
The individual consultant will provide technical support to the CNCS to develop monitoring tools and procedures in order to coordinate the implementation of the National Strategic Plan among all key actors, including the Government, UN, international and national organisations, bi-lateral and multi-lateral partners and donors. The consultant will also support the CNCS in gathering strategic information related to important processes such as the Global Fund proposal development and, subsequently, the implementation monitoring of the adolescent-related activities implemented through the grant, the development of case studies and/or success stories related to the adolescent programme and, finally, will provide support the CNCS Provincial Directorates to set up Adolescents & HIV Think tanks at local level.
METHODOLOGY AND TECHNICAL APPROACH
The consultant will be based at the CNCS office and will work directly with the National AIDS Council Adolescent Think Tank coordinator as a focal point between UNICEF and the government to strengthen the coordination and monitoring of adolescent and HIV activities in accordance with the National Strategic Plan PEN IV. Other key partners the consultant is expected to work with include the ministries of Health, Education, Gender and Social Action and Youth and Sports, Justice and Culture, PEPFAR partners, particularly those involved in the DREAMS (Determined, Resilient, Empowered, AIDS-free, Mentored, Safe) initiative, focusing on adolescents, several UN agencies (UNAIDS, UNFPA, UNWomen, UNESCO and UNICEF), FDC, MSF and other civil society organizations.
ACTIVITIES AND TASKS:
• Conduct a desk review of all the main global and national Adolescent & HIV strategic guidelines and documents, including a mapping of partners and the implementation design of the main adolescent & HIV programmes such as the Geração BIZ National Programme, the PEPFAR DREAMS programme, the FDC Global Fund Grant implementation, among others.
• Develop a set of coordination and monitoring tools to track major programmes implemented on Adolescents and HIV (covering both the prevention and adherence and retention to treatment components);
• Develop the TORs for Adolescent and HIV institutional coordination mechanisms at provincial level and support selected provinces with on-the-job assistance and training on using the coordination and monitoring tools developed
• Develop a tool for documenting lessons learnt and good practices on Adolescent and HIV and compile a list of success stories
• Develop a referral pathway for supporting Adolescent living with HIV, living in vulnerable families, accessing social protection support (INAS PSSB programme) through the links between the Health and Social Protection systems
• On the basis of the results from the ALL IN Phase II (Objectives 1 and 2), develop a micro-plan of priority actions which will be used to inform the Mid-term review of the National Strategic Plan – PEN IV, focusing on the reduction of the risk of infection and improve treatment adherence and retention and overcome gaps and barriers affecting the impact of programme interventions.
• Develop a final report on lessons learnt and draft recommendations for scale up of selected Adolescent and HIV programmes to additional districts with a costed.
DELIVERABLES
In addition to regular technical support and advocacy activities of the consultant in support of the Ministry of Gender, Children and Social Action, a set of concrete deliverables are expected to be developed and completed.

Deliverable/product(s): A tool for documenting lessons learnt and good practices is developed and compiled and a digital directory of all Adolescent and HIV related materials (training packages, IEC packages, etc.) and media products is prepared.
Deliverable 6
Delivery timeframe: by 30 September 2017
Deliverable/product(s): Institutional coordination mechanisms at provincial level are set up with endorsed reporting tools and minutes of the meetings developed with consultant support, through additional two field visits
Deliverable 7
Delivery timeframe: by 30 October 2017
Deliverable/product(s): Referral pathway for supporting Adolescent living with HIV, living in vulnerable families, accessing social protection support (INAS PSSB programme) through the links between the Health (MoH/DPS Psychosocial Support programme) and Social Protection systems is prepared
Deliverable 8
Delivery timeframe: by 30 November 2017
Deliverable/product(s): On the basis of the results from the ALL IN Phase II (Objectives 1 and 2), review the findings of the in-depth assessment of programmatic gaps of priority Adolescent HIV interventions and the findings of a new research conducted with UNICEF support on Adolescent living with HIV perceived barriers and facilitators related to adherence and retention to HIV services

QUALIFICATIONS AND SPECIALIZED KNOWLEDGE
Academic qualifications. A degree in Public Health, Sociology, Law, Social Work, Political Sciences, Anthropology, Development or other related discipline
Work experience. At least 4 years of relevant work experience in developing high quality Coordination and Monitoring products to support daily and long-term implementation and results tracking of multi-sectoral development programmes involving diverse and multiple actors.
Specific knowledge, competencies, and skills required. Knowledge and experience in HIV programming, monitoring and evaluation tools and methodologies. Ability to relate and network with government, development partners, adolescent and youth in particular. Knowledge of relevant software to support data digitalization and mapping and strong skills in developing quality digital products for monitoring and results tracking is highly desirable
Language skills. Excellent knowledge of Portuguese and good English is required
