The Danish Refugee Council is looking for a well-qualified and highly motivated Emergency Manager to manage DRC’s emergency projects within WASH as a primary sector as well as in Shelter and NFI delivery.

DRC is one of the largest INGOs in the Central African Republic, operating out of 3 field offices with an operational coordination country office in Bangui. DRC CAR operates within the three main pillars of multi sector emergency response, protection and livelihoods and provides lifesaving, early recovery and durable solutions assistance to IDPs, refugees and other conflict affected populations in Bangui itself and in the prefectures of Ouham and OuhamPende. DRC CAR has 35 international staff, more than 500 national staff and an annual turnover of around 13 million Eur.
About the job
The Emergency Manager (WASH/Shelter/NFI) will be overall responsible for assessing, designing, implementing, ensuring budgetary oversight, and reporting of DRC’s emergency projects in Ouham Prefecture. The position requires a robust technical background in both WASH and Cash Transfer Programming, very strong project management skills, and the ability to adapt DRC’s emergency response to a very changeable and insecure environment.
The post will refer to the Head of Field Office in Batangafo with a technical reporting to DRC’s Emergency Coordinator in Bangui and will manage expatriate and national staff in the Emergency unit in Batangafo.
Duties and Responsibilities (include but not limited to)
· Assess the relevance and provide technical advice for the improvement of DRC emergency response in the Ouham Prefecture with a focus on WASH activities as well as NFI/Shelter activities.
· Conduct technical assessments in particular in WASH in order to determine DRC’s WASH strategy.
· Design, implement, consolidate and evaluate DRC’s WASH/ NFI/Shelter activities in Batangafo with a focus on ensuring synergies with DRC’s other programmes in the area.
· Ensure the smoothness of the cash flow, especially on Shelter response which is based on a mix of in kind donation & cash grants.
· Ensure the security of DRC’s staff and properties during CTP activities.
· Enhance the quality of WASH/Shelter/NFIs programming throughout the project cycle through initiatives such as beneficiary consultation, market analysis, impact survey and innovation, etc.
· Lead the development of new WASH/Shelter/NFIs projects, in collaboration with the Emergency Coordinator, in order to reinforce resilience capacities of resident communities, IDPs and returnees.
· Ensure coordination with WASH/Shelter/NFIs counterparts in other humanitarian organisations, local actors and within government structures in the area of operation.
· Provide supervision and quality management of all field staff reporting to the position, including appraisal, coaching, training, supervision, and coordination between DRC’s emergency staff and staff working DRC’s other programmes and support functions.
· Ensure the planning and implementation of all procurement related to DRC’s Emergency projects with the responsibility to ensure that procurement is timely and in line with donor requirements.
· Provide overall budget monitoring and analysis, financial management and expense control for the projects assigned in line with DRC or donor rules and guidelines as agreed.
· Ensure the collection and analysis of field data for statistical and quality control purposes and oversee the monitoring of program results and activities through the establishment of a proper M&E system
· Ensure compliance with reporting requirements, with a focus on quality analysis and timely submission.
· Ensure compliance with DRC’s Code of Conduct and accountability framework and with the donor guidelines regulating the emergency projects in Batangafo and Paoua.
About you
The right person for this job is technically very qualified, proactive, has prior experience from a similar context, is able to coordinate with program and support colleagues, and is highly motivated for delivering quality emergency assistance. It is a must that you are able to continuously analyze the context, rapidly adjust DRC’s emergency activities, and cope with a tense and unpredictable security situation.
Qualifications
· Previous experience in managing Cash Transfer Programming in Africa
· Relevant higher technical educational background (Master/Post Graduate) in water and sanitation, engineering, and/or waste management or similar.
· Minimum 3 years’ project management experience with humanitarian response in a displacement context, such as a camp or camplike situation, incl. as responsible for budget and staff management.
· Minimum 5 years’ experience in the delivery of Water, Sanitation and Hygiene Promotion and Shelter activities.
· Experience with WASH related construction activities, especially water pipeline systems, in a similar context including the development and management of construction related procurement tenders.
· Experience implementing projects funded by ECHO and OFDA a significant advantage.
· Experience in Budget management
· Substantial experience and willingness to work in a very volatile security environment.
· Experience in training and capacity building of staff on technical and project management issues.
· Proven high capacity to take on increasing responsibilities and to work under pressure.
· High level of interpersonal and negotiation skills and motivation to work as part of a team.
· Prior experience and ability to work in a post conflict areas and emergency situations.
· Prepared to conduct visits and provide operational support to other field offices as per need.
· Prior working experience in the Central African Republic is an advantage.
· Fluency in French and full professional proficiency in English mandatory.
Conditions
Availability: 15th May 2017 and no later than May 20th 2017.
Duty station: Batangafo, CAR. This is a Non Family Duty Station.
Contract: 6 months, with possible extension depending on funding and performance
