HIV/AIDS Program Manager II (HIV PM) will manage and provide technical oversight of the development and implementation of the Country Program (CP) HIV/AIDS programming, particularly for a large Global Fund project, ensuring effective systems and processes are in place that support high-quality programming advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. HIV PM’s management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its HIV programming.
The overarching role of this post is: 1) to position the CP for funding opportunities in HIV ensuring strong collaboration with the Ministry of Health, and National Program for Prevention of HIV, and as needed, lead the development of expressions of interest and/or proposals in response to funding opportunities; 2) to provide overall project management of the program team; 3) support the strategic planning and decisions for the team to increase access to HIV care, treatment, prevention, and community based activities; and, 4) to ensure and as needed improve the quality of HIV care, treatment prevention, community based activities 5) to ensure and as needed improve the Prevention of Mother To Child Transmission (PMTCT) community based activities and 6) support the HIV Supply Chain in coordination with Malaria PSM Managers and improve TB/HIV collaboration across key and vulnerable populations.
• Provide management, guidance, and technical oversight and leadership of all new and existing projects within the CP HIV program area throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
• Effectively manage talent for HIV programs and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
• Lead the development of program learning: identify opportunities for learning, research and publications in HIV programs, and implementation of MEAL (Monitoring, Evaluation, Accountability, and Learning) policy. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
o Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the CP HIV sector portfolio in line with agency, regional, and CP HIV strategic priorities. Serve as the technical lead and technical writer to ensure quality proposals in HIV per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
o Oversee technical assistance and capacity strengthening activities in HIV for staff and partner organizations to enhance program quality and impact.
o Oversee the identification, assessment and strengthening of partnerships relevant to HIV and HSS and the appropriate application of partnership concepts, tools and approaches.
o Ensure timely and appropriate project expenditures in line with financial plans, and efficient use and stewardship of project material sources.
Typical Background, Experience & Requirements:
Education and Experience
• Master’s Degree in Medicine and/or Public Health required. Additional experience in the field of HIV/AIDS coupled with International Development in Health sector may substitute for some education.
• Minimum of 5 years’ experience in relevant field-based project management experience required, with preferably at least 2-3 years working in working in HIV/AIDS programming, Global Fund, health service delivery and community health.
• Experience in managing moderately complex projects preferably with an international NGO.
• Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID and Global Fund.
• Demonstrated ability to write high quality technical proposals.
• Experience engaging with government departments (e.g. MoH) and partner organizations.
• MEAL skills and experience required.
• Staff management experience and abilities that are conducive to a learning environment.
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
• Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions.
• Ability to maintain and manage strong relations, both internally and externally.
• Good presentation and facilitation skills.
• Proactive, resourceful, solutions-oriented and results-oriented.
Required/Desired Foreign Language: English and French required
Travel Required: Dependent on program needs, but between 30%-40% in the interior of the country
Key Working Relationships:
Supervisory: HIV program team (3 to 5 staff)
Internal: HOP, Programs Team, CR, HoOps, Operations team, finance team, admin team
External: Donors, Partner Organizations and WARO regional team
