General Position Summary
The RM&E Manager, National Policy will provide the government partners with technical assistance to plan, design and inform deployment of robust systems needed for the research, monitoring and evaluation of Liberia’s National Community Health Assistant (CHA) program. In close collaboration with the Health Monitoring, Evaluation and Research (HMER) unit at the Ministry of Health (MOH), the Manager will lead M&E stakeholders in developing M&E work plans, strategy documents, and training modules and will ensure the national CHA program is integrated with or operates alongside existing health management and human resource management information systems.
Essential Job Functions
• Provide technical assistance to government partners working in Monitoring and Evaluation, particularly the Rivercess/Grand Gedeh/Grand Bassa County Health Team (CHT) M&E units and the Health Management Information Systems, Monitoring and Evaluation and Research (HMER) Unit at the MOH. Technical assistance will cover the areas of capacity building, data system strengthening, quality assurance, and research relating to the National CHA Program
• Explore new methods and technologies and provide recommendations for methods to improve and standardize M&E practices and procedures at the national level
• Work with the HMER and CHSD units at the Ministry of Health to:
• Implement and monitor the M&E plan for the national CHA program
• Coordinate the implementation of the Community Based Information Systems (CBIS) for the collection and reporting of data from the national CHA program
• Design and develop dashboards to analyze CBIS data in DHIS2.
• Pilot new tools and reports for supervision and monitoring of the National CHA Program
• Ensure the launch and ongoing running of the CBIS framework is incorporated into the larger MOH/HMER operational and strategic planning processes
• Develop a plan for integration of human resources data from the national CHA program into existing MOH human resources information systems
• Support the management of LMH’s knowledge management platform related to National CHA Program M&E, ensuring that conversations are documented and that lessons learned are successfully captured and retained within the Ministry of Health
• Support the design of the Ministry of Health’s knowledge management platform for the National CHA Program in collaboration with the CHSD and CBIS units
• Co-lead the M&E (CBIS) sub-group with the MOH to compile and share best practices, feedback and lessons learned from NCHA program implementation in Liberia to inform M&E activities and data reporting for the national CHA program
• Represent MOH’s M&E priorities and interests relevant to the national CHA program in stakeholder meetings and workshops
Qualifications
• Graduate degree in public health, social sciences, public policy, or a related field
• At least 4-5 years of experience in the monitoring and evaluation of public health interventions, or a related field
• Experience developing M&E systems at national scale focused on community health
• Experience conducting remote or field-based work is preferred
• Experience living and working in Africa is preferred
• Strong quantitative analytical skills
• Familiarity with DHIS2 data entry, pivot tables and dashboard creation
• Ability to drive consensus in groups and advocate for evidence-driven approaches
• Excellent verbal and written communication skills (English), and ability to communicate across cultural barriers
• Mission-driven with a commitment to health and social justice
